Bajo Guadiana, four years later.
Thoughts about an experience of landscape cross-border strategy in the territorial scale.
The article proposes a critic revision of a consultancy about landscape, in which the author worked in 2011, ordered by the Regional Government of Andalusia. The purpose of the project was make an strategy for the defense and promotion of Bajo Guadiana Landscape, a cross-border territory between Spain and Portugal, characterized by its rural conditions and its depopulation.
The article reviews the main landmarks of the methodology employed to create the strategy, putting special emphasis on the more particular aspects related to the characteristics of the area and the solutions that have been considered more creative and innovative.
Summing up the more important aspects of the proposed strategy for Bajo Guadiana, we will try to emphasize three main maters. The first one, referred to the analysis and diagnostic part, propose to reconsider the traditional idea of landscape unit, also with a functional and relational vision, so landscape physiognomic analysis becomes complemented by the consideration of social homogeneities.
The second question is an interrogation about the possibility of landscape as receiver of public policies. The author believe that every public objective in the long term, referred to landscape must be linked to the search of an economic pact for landscape, so all forces, mainly economic ones, get compromised to a coherent government of the effects of their activities over landscape. At the same time, the pact must worry about exploring and pursuing the economic viability of landscape, as its defense and promotion was itself a reason to activate profitable economies.
The third matter emphasized in the article refers to participation. Participation must be one of the main tools of the public action, as its greater possibilities allows landscape becoming an element of inclusion and consensus, a social pedagogy and identity project, and a privileged platform for meeting, negotiation, and harmonization of the different interests and visions about landscape.
