Revitalization and Recovery of the Traditional Center of Pereira (Colombia).
The traditional center of Pereira, along with those of Armenia and Manizales, was born and consolidated in the Colombian Coffee Axis, as the principal place of concentration of urban population and economic activities, territorial government, exchange of goods, knowledge and security. It has shown enormous resilience to economic and social impacts which, however, have created a dynamic of gradual deterioration in the various systems of the traditional city.
Inhabitants and floating population appreciate the value of the Center, and this place is one of the main resources in the territorial positioning strategies. But the same values that build that identity and attractiveness, produces an intense use of public space in the strict grid pattern, that leads to the abandonment of population, business and built heritage.
The goal now is to recover the balance of this conflict vitality, includes population and investments to correct the current process of decay. The planning system and projects, including planning and urban regeneration and the generation of new activities in the center, are built around the three foundational squares, structural elements of the Center.
The Recovery Plan and Revitalization of Traditional Pereira Center is part of the programs of technical cooperation between the Municipality of Pereira, the Inter-American Development Bank and FINDETER. The project "Support to the Planning Intermediate Cities" and "Initiative Emerging and Sustainable Cities" (ICES), cooperate with the provision of resources, but they are specially designed to work with methodologies shared planning between different cities and governments.
