Heritage habitat and social mix in the Santiago Commune (Chile)
Possibilities of development of a Chilean historic center with the introduction of social housing for subsidized rent in a heritage context
As in other historical centers, in the commune of Santiago, the heart of the capital metropolis of Chile, the largest number of urban facilities coexist with a floating population equivalent to one third of the city's inhabitants, the highest concentration of heritage properties in the country, largely deteriorated, and an increasing residential population, which increasingly demands respect for heritage and is made up of at least one tenth of the foreign migrant population. This particular combination prompted a team from the Municipality of Santiago to develop a cross-sectional reflection to contribute to the definition of its urban development policy. This initiative was called "Heritage Habitat and Social Mix," which had a series of derivations on concrete actions that were carried out during the municipal administration of Mayor Carolina Tohá (2012-2016), particularly in the context of the Progress for the launch of a municipal social rental program and the creation of the Neighborhood Revitalization Program and Emblematic Heritage Infrastructure (PRBIPE) at the national level. Both consider, among other aspects, the recovery of heritage properties and the construction of new homes in a heritage context, to generate social rental of homes and commercial premises, strengthening both the necessary residential offer for the most vulnerable as well as local economic development.
