Otxarkoaga neighborhood (Bilbao)
Public strategies for social regeneration from rehabilitation
The Otxarkoaga neighborhood, located on the northeast slope of Bilbao, was built within the framework of the Social Emergency Plan to overcome shanty towns, between 1956 and 1961. There were 3,672 homes and 3 shopping centers, churches and schools, in 114 blocks ( including 8 towers of 15 floors), with 3 types of housing between 45 and 55 square meters (the average for Bilbao is 82). Currently there are 10,115 inhabitants out of a total of 343,430 in Bilbao. Bilbao's quality of life indicators (average income, age, employment in studies) place the neighborhood at a disadvantage compared to the rest of the neighborhoods and the population of Bilbao.
The unique program “ORAIN OTXAR” is the result of an agreement between the Basque Government and the OAL Viviendas Municipales de Bilbao (which has more than 1,000 homes in the neighborhood for public rental), and which is included in a program financed by The European Union, foresees an investment of more than 8 million euros in the period 2019-2021.
In the article, starting from a substantial strategic vision of the action program, the successive actions are shelled out, which, starting from the central axis of the rehabilitation (with criteria of universal accessibility and energy efficiency), allow grouping and integrating the objectives, with an eye on in improving the quality of life:
1.- Dignification of living conditions: rehabilitation.
2.- Stakeholder participation: the public-private collaboration model.
3.- Dignification of the neighborhood's identity: “open gela” and “ccf”.
4.- Social dignity: the strength of youth.
5.- Implementation of economic activity.

Planur-e: www.planur-e.es es una revista digital editada en España en materias de territorio, urbanismo, sostenibilidad, paisaje y diseño urbano.
